IPC-D-279, Section 3.3.9 and associated diagram, gives some dimensions that should help. For opposite side part placement, allowance has to be made for any tooling used to clinch PTH leads.

Hello fellow Techneter's,
I have been unable to locate any IPC document (or other standard except
from equipment venders) that indicates adequate clearance for SMT parts
around PTH leads. Any suggestions?
I have sent the standards from my equipment vender but the customer
wants industry spec before spinning a pcb.
