Hi, Mark,
It's up to the designers to spell that out, but I would say Yes, since it
could affect the overall height of the board once assembled - not by much,
I agree, and probably well within tolerance limits for the board anyway
most of the time. But if you regularly get boards near the upper thickness
limit, the HASL thickness may make the difference bettwen acceptance and
rejection, so you need to know. If in doubt, I would include the HASL
thickness.
