Barry, being that you want to conduct a DOE on reworks, I would say that one
factor you should consider would be the total number of reworks per site.
While generally accepted is a maximum of two reworks per site, you can push
the envelope to 4 reworks. Also, pay attention to the degradation of
reworked site(s) during and after solder cleaning.
As Brian pointed out, the beauty of Taguchi is that you can accommodate more
factors at more levels in your study, while maintaining a fair amount of
trials (rework can become costly in a DOE).

Taguchi systems do not require software, they are so simple. They also
drastically reduce the number of experiments required to produce a
result but -- IMPORTANT -- you require to do a single post-experiment to
confirm the result.
