Paul,
.0008" hole plating is becoming more common. The reasons are varied and
complicated but have to do with finer-pitched parts, blind vias, etc. used
on PCBs, today. I.E. Boards with blind vias and/or very fine-pitched pads
will typically start out with 1/4 oz Cu (.00035") and be plated up to 1 oz
(.0014"), giving a maximum surface plating thickness of .001" and a reduced
thickness in the holes.
There are many good resources discussing this on the Web, one of the best
being the Resource Center at Merix, http://www.merix.com/main_res.html. You
can also find many references and links by simply doing a Web search for
'minimum hole plating' (I found 3,904 of them!).

Does anyone out there think it would be unreasonable to ask for 1oz, .0014"
hole plating thickness for multilayer boards? I have been fed so many
different stories from different board shops, one in particular is saying
that people only ever ask for 20 Microns, .0008" and that this is adequate ,
other board shops are telling me that they always provide thicker plating
than this.
