Hi Jim,
I concur with Mark.  The HASL (HAL) height or thickness can be controlled
and is geometrically dependent.  There is some information on recent studies
on the control of HAL surface thickness at www.huggroup.org.

Like Mark, I have been working with HAL for a very long time, not quite as
long as Mark :-)  We achieve very repeatable thickness every day on like
product types.  If you have a particular situation or requirement you are
trying to meet I would be happy to discuss this with you further on or off
line.
