I am not aware of any OSHA or other requirements. However if you have ever
been exposed to a wave solder fire, or had Solderers drop solder on
themselves, it is a sure method of encouragement to cover ones skin. Of
course in the first scenario clothes may help a bit. The operator I knew
that was at ground zero spent 3 weeks in the burn ward and she had pants on.
Not a pretty sight.

My personal recommendation is to wear clothes around soldering processes, it
can't hurt. After all, you get a suntan from the sun which is an outdoor
event. Last I checked, soldering processes are not an outdoor event!?
