I would not recommend putting any electronic equipment into an electric
field of 70 kv.  What exactly is the equipment?  Have you contacted the
manufacturer for the ESD sensitivity levels of your equipment? Does the
duster manufacturer identify any special precautions for using their
equipment? A field of that magnitude may affect some medical implants.
Software media may also be affected by that large of a field and the effects
it may generate.
