Sherman, sorry I can't help you with a web-based solution, are you looking for a calculator on a web site?

However, I can tell you that IPC-6012A has a c=0 table, which table appears in some other IPC documents as well.

Further, American Society for Quality Statistics Division published a slim book by Nick Squeglia on c=0 plans.  I have not examined it, but have heard good things.

Finally, if you are looking for a lot-size sensitive LTPD-based plan, Ed Schilling of the University of Rochester has a book on Inspection Sampling containing a nice one.  He developed the method about 20 years ago.  I've seen it described in the first edition of Doug Montgomery's Introduction to Statistical Quality Control.  I'm not sure if it's included in later editions.  Not sure who the publisher of Schilling's book is.
