The only B-24 test board providers that I am aware of are here in the United States.  

IPC maintains a web listing of those IPC member companies who can provide prefabricated versions of the IPC-B-24 test board at:

http://www.ipc.org/ContentPage.aspx?PageID=4.4.3

Alternately, IPC provides the electronic Gerber artwork files that can be used to fabricate this test board.  That is available from IPC as IPC-A-24-G-KIT.

As Dave stated, Microtek has over 20 years history of providing testing services to the PCB and PCBA industries. We provide SIR, CAF, ECM testing services at out our Changzhou, Jiangsu facility.

There are no current official IPC-B-24 board suppliers at current time, but we are trying to becoming one. And we should be able to supply them soon.

I know that Microtek in Changzhou can do this test.  Maybe Bob or Laya at Microtek know a local source of coupons.
