Assuming your product is commercial in nature, I would suggest you have a
innerlayer registration requirement. I am aware of several very expensive
fires (taking out entire facilities) that were caused by poor innerlayer
registration and voltage surges. After incorporating the so called R coupon
and enforcing the test the issue was resolved
