Well, not much you can do.  If the customer is not happy with your
tab/perforation design then you have to come up with a design they are happy
with or have them submit their specification.  We went through the same
thing a few years back, the result was we now have a new "default" tab
design that breaks below the board edge.  Of course this design takes up
more board real estate and is not always possible to use.
