this is "Epoxide cellulose paper core, epoxide glass cloth surfaces copper-clad
laminated sheet of defined flammability (vertical burn test)." - the title of
the IEC 249-2-9 specification. FV 0 is the flammability rating which appears
equivalent to UL 94V-0.
