You can probably use tin-plated steel for the fence, but you may not
want to. The tin can certainly be plated directly to the steel, but it
would have to be of such thickness that there would be no risk of
complete dissolution into the solder, else you have nothing to solder
to. I am not sure if this is practical or possible. I am assuming you
want a wet-joint connection (fully-soldered) along the ground plane on
the board, not a mechanical clip or snap-and-twist.
Secondly, Kester recommends against using tin-plated steel or brass for
shielding fences. Tin-plated steel is plated at the mill and then after
the fences are cut out you have a lot of exposed edges that corrode
quickly. You need slightly higher temperatures to solder to tin-plated
steel, and when you already have a high-mass steel fence the soldering
becomes so difficult that after repeated attempts there is no more tin,
and guess what happens then? 
I would use a .16 micron nickel barrier covered with Sn97.6Cu2.4 if I
had to use steel fences. I personally prefer nickel-plated brass. Have
the fences cut first and then nickel plated to cover all exposed basis
metal.

Hi everybody,

since I had no answer to my question regarding the required thickness of
the Cu layer on top of a steel fence, I try to reformulate.

Can a fence be Sn plated steel only, with no Cu or Ni in between? Would
this solder, since Fe is practically insoluble in Sn, so there will be
no IMC?
