I have seen variations between 200 and 1200 microinches by XRF.

I also know these ranges were customer driven.

Experimentally,  when the XRF read anything other than 60/40, one was
off the pad, and remeasurement was necessary.  Otherwise a specific
sample was faken at various locations on both sides the board and marked
as such on the report.  For example, Front Left Corner - Fiducial Pad,
and so on.

I'd like to know of any HASL Surface Tolerance specifications also.
