Richard has made excellent points. The scope however only addresses the
quality and acceptability of the rework or repair. It is up to you to
determine the impact to your reliability.
This is one area where I still disagree with IPC on combining the two
documents. When IPC-7711 was first written, it was to depict acceptable
methodologies that could be used to return the non-conformance back to
an acceptance level that would meet the criteria defined in IPC-A-610
for the class it was originally built to.
IPC-7721 was for repair and modification and in some cases no real
requirements. I envisioned skilled and trained operators using Metcals
to Barney Fife in the back of Wal-Mart using a Lincoln arc welder.
Some of the problem is terminology. I think the following is more
correct:
* Rework- return to compliance or conformance, no MRB required,
traveler notice
* Standard Repair- return to functional conformance, no MRB
required, traveler notice
* Repair- return to functional acceptability, MRB required,
traveler notice
* Modification- establish functional capability, MRB and ECO
required, traveler notice

The processes for REWORK outlined in IPC 7711/7721 are done in order to
bring the product back into compliance with IPC-A-610D. If the inspector
is certified to 610D then they can inspect the rework.
The REPAIRS outlined in this document do not bring the product into
print compliance. Some additional material is required that is not on
the BOM or assembly drawing, such as wire jumpers, epoxy, etc. The
repair brings the product back into form, fit, and functionality, but is
still non-compliant material. Therefore review from your Materials
Review Board of the damage and inspection of the repair documented on a
non-compliant materials report should be performed. Typically you must
have MRB authority from your customer for performing repairs, and they
may request advance notification and authorization of the usage of any
particular repair procedure.

is one thereby recognized as competent to inspect reworked, repaired or
modified electronic assemblies (Ref: IPC-7711, IPD-7721).
Or is special inspection training required for this per IPC?

interested in any comments.
