The board design needs to be taken into consideration when determining the
best method. If the board was not designed with V-scoring in mind, traces,
and or components, might be too close to the edge of the board. Also, some
break away tabs may require the board to be filed after separation to assure
that the edge is in tolerance with respect to the fabrication drawing.
The design can dictate which method should be used, and the Designer is the
one that needs to be communicating this information to the board vendor.

Steve - If properly specified, I prefer V-Grooves as long as the
rougher
edges are no problem, and as long as components and traces are not
too close
