IPC-6012 says that when you visually inspect the board before thermal stress,
you shall not have any lifted lands.  In the "After Themal Stress" section
they are allowed on the coupon, provided you passed the previous visual
inspection of the board.

You must remember that the visual inspection of the board in the as received
condition and the inspection of the microsections of the thermally stressed
coupons are two different inspections and will have different requirements.
