i suppose the copper chlorides come from a dirty bare board (residues of
HAL-flux) . If it is possible check the cleanliness of a bare board by
using IPC-Testmethod 2.3.25 (IPC-6012  3.10.2.1). 

If ROL1-Flux (RMA) was used, you cannot find many chlorides by
EDX-Analysis.
