In the 1980's, spindle runout of drills was generally measured statically by 
manually rotating the spindle and mechanically measuring runout. Then, methods 
to measure spindle runout dynamically became popularized as electronic 
equipment made by companies such as Lion Precision became available to measure 
runout at full operational speed. I am looking for information about when this 
transition took place, and what the industry practice was in 1989 (ie. - were 
runout specifications for drills given by manufacturers usually a static 
measurement or a dynamic measurement). Thanks
