J-STD-033 has the "derating" tables you're looking for.

Hi all,

 Regarding moisture sensitive devices, all the levels I see are  in respect
to  <=  30c 60%RH.  The time specified for these levels are clear but what
if I am dealing with 30%RH.  Is there a sliding scale that is applied to
this level of humidity or do I strickly go with the times given at 60%RH..
ex. The level 5 component has 48 hours, would that be 96 hours on my
production floor if I'm at 30% RH ?
