A good source of information regarding the number of repairs per board could 
be found in Mil-P-28809 (cancelled document).  It is based on number of
repairs per square inch of board.  The numbers given pretty well agree with
the paper given by Ann Garrison of Goddard Space Flight Center.  That report 
is in the 1995 NEPCON WEST Proceedings, Volume lll, page 1976.
