It depends on the no-clean flux. IPA-based fluxes do not contain
water except as a minor contaminant. I don't have a concentration
level, but it will be the water level of the fresh IPA used to
prepare the flux. There is no reason for the water except that
IPA with a little water is a lot cheaper than IPA with almost no
water. IPA-based fluxes will absorb water if exposed to humid
air, allowing the water content to increase with time. VOC-free,
no-clean fluxes use water instead of IPA as the solvent, 95-98%
by weight. The reason for the water is that IPA is a VOC, so
water is more environmentally benign.
