When you mention adhesion to plastic packaging it helps to know what type of
plastic. For instance, silicone type conformal coatings tend to have less
adhesion to certain polymeric surfaces than urethane or acrylic types.

Cleanliness, especially residue from no-clean fluxes can interfere.  Also, the
type of soldermask will affect the adhesion. It is much easier to adhere to a
semi-gloss or matte soldermask than a glossy mask.

My suggestion is to talk to the manufacturer of the conformal coating and find
out what confomal product they recommend for the particular mask(s) you are
using.
