Hello Bill:

I am of the view that you leave nothing to chance regarding the
manufacturing notes for printed circuits.
Depending on the vendor you choose,  the quality will be commensurate
with their level of engineering review.
I hold that for the customer to be satisfied with the result, they need
to invest in companies that have a system of
data review in place. It protects both parties.
It clearly did not happen in this case.
I would clearly question these issues on an initial review of the data.
IPC does not and should not come in to play at this level. It is basic
performance criteria to the one we serve...the customer.
Namely, do a DFM on ALL data supplied and ask questions BEOFRE build
when the customer supplies ambiguous data.
