A lot depends on the solder mask material. If it is dry film, for 
example, then it is possible, with an emulsion of methylene chloride in 
a 20% sodium hydroxide solution (remove and rinse as soon as the coating 
crinkles). If it is based on an epoxy (and many are) it is clearly 
impossible for a solvent to differentiate between a cured mask and the 
substrate and you would cause much more harm than good.
