If you haven't abandoned all military documents, you could use as a
reference Mil-Hdbk-781 for systems and Mil-Std-883 for components. They give
test methods and analysis of data.
Or, there is the JEDEC series of standards (JESD22-xxxx-x) available
from EIA and Doug already mentioned Bellcore. It's always good to reference
your source when developing a test plan.
