For plated thru holes, a typical tolerance is +/-.003" . Now if we're
talking about vias ( where no leads are to be inserted) the tolerance
should not be critical, so a tolerance of +.003 / - (the diameter) is
what I always recommend. This allows the fabricator to choose the
most cost effective drill diameter for the associated pad.
