Ken, There may or may not be a risk to the crystals or oscillators
themselves from the non anti static trays, but there will be a risk to
other static sensitive components around the trays. The complete assembly
work station and machine has to be static safe. Static fields, or discharge
from the trays could affect parts in an adjacent anti static tray that are
static sensitive. This is the reason why you shouldn't have things like
polystyrene coffee cups, polythene plastic bags and so on on a static safe
work bench.
