take a look at the IEC60664-1to4, there you will find the calculation base for your test. Standard is maximum  voltage plus 1000V AC for line testing, test voltages 1kV and higher are destructive, that’s why you have to be careful with the test time. Safety capacitor (X1,X2,Y1 Y2 are normally rated for xkV 60 seconds, that means they can withstand the specified voltage for that time. In a standard series isolation test setup the isolation is tested at the electronic manufacturer (tier1) and at the final manufacturer (OEM), both tests 3 seconds > 54 seconds remaining for lifetime of product. The series test setup has to be clarified with the OEM as he is responsible for the product at the market. For evaluation you can perform a 60sec test, but never put such a device into the market!
