Several years ago I completed some tests on removing silicon oil from
aluminum plates.  I experimented with Freon, MEK, several different citrus
and pine based solvents, and a detergent and water (Cascade dishwashing
detergent in a dish washer).  I then primed one half of the plate with metal
primer and left the other half bare.  A .250 layer of a urethane potting
material was bonded to the plates and cured.  Peel tests were performed and
the highest strength peel came from the plate cleaned in Cascade in a
dishwasher.   You might want to try it yourself.
