I was wondering if someone could help in answering a question regarding
inner layer break-out. I have been reading resently in the Technet forum
that the  IPC was changing the specification which would allow for inner
layer break-out as long as there was no electric short. Is this true and has
the specification been changed to now allow for inner layer break-out.
