Dielectric constant is defined as the ratio of capacitance of a configuration of electrodes with a a specific material as the dielectric between them and the same electrode configuration with a vacuum as the dielectric.

The speed of an electronic signal or pulse is affected by the DK. The lower DK, the faster the signal is able to travel through the material

Dissipation Factor is defined as the ratio of the dielectric loss factor to the dielectric constant.
Df is affected by moisture, polarity and ionic impurity in the resin system and the lower Df, the less loss of the electrical signal.
