This section of ANSI-J/STD-003 refers to each individual solderable surface.
In other words 95% of each individual pad or termination.

tested.............." refer to the entire surface of the pcb or to any
of the 100-500 smt pads on any particular surface? surface of pad or
surface of pcb.
please clarify if the surface being tested is the sum total of all smt's
on a specific side of the pcb or any one individual smt pad. please
include criteria for smt regarding class 1,2 and 3 .
