T/Carbide tool should do it ;
as long as you do not expect too much from tolerances at this small punch .
Than keep an eye on regrinds as the slot will get hairy in no time without
regular tool maintenance ;
we did experience some coarseness on similar slots after some time .
And, when you design the tool ; curved cutting face >>>([] will do you
better than flat >>>][] ground ;
on both clean cut and material exit (like your binder paper hole cutter) .

Beats milling in the case ; you're right

Can you use a punch and die setup to stamp a slot in a PCB without causing
to
much damage?  The slot is .030 wide x .250 long.
