Hi Bridget,
The document (aka MIL-STD-2000 Revision B) was written as a transition
document to support the procurement needs during the US DOD transition to
industry standards. To my knowledge all military contracts were directed
by the DOD to cancell MIL-STD-2000 (and similar documents, i.e. WS-6536,
MIL-S-45743) and replace with ANSI/J-STD-001. You may want to check with
your contract/procurement folks.
Since the document has a "reproduction authorization", I suggest
contacting the following:
  Bob Cormack (732- 323-7475)
  Manufacturing Technology Department
Naval Air Warfare Center Aircraft Division
  Lakehurst, NJ

Bob led the soldering technology standardization effort and should be
able to answer any and all your questions. Good luck and if you need
further assistance please contact me offline.
