The government has been recommending switching programs over to the
IPC-D-275, since it's release, in 1991. They also want to be informed when
any local agency does not permit the switch. I recommend that you request the
switch, and it should not involve a complex waiver pocess, or write directly
to the Tri-services, in Ohio.
