Is there a standard for White tin process and what or where can it be found.

Barry,
No, there is no generic standard specifically for Immersion White Tin.
There is manufacturer-specific documentation available from their respective
websites. My recommendation is Florida CirTech (www.FloridaCirTech.com),
where you'll find links to download-able, .pdf format product files.
Our company was a beta site for the development of Omikron nonporous
immersion white tin; please consider us a practical resource should you
pursue the matter at the bare board level.
