Being a control freak designer, I much agree with Richard's philosophy. I would very much prefer to have a CAD library full of proper stencil apertures that I created with input from process engineering. (We even have a completely separate database layer just for this - no using the top layer)
Unfortunately, we have boards assembled in the US, in China, Carribean, Europe - the CMs change, I couldn't even come up with names of process engineers at half of our facilities. And supply chain has the freedom to move production around.
