Mike,

Just a thought here, would it be best to design a board for proper functioning during it's end use, or to make it easier for the fabricator or assembler (i.e. easy access to areas that may require rework)

I'm of the opinion design input should never result correctable conditions in the output, i.e. don't design band-aids into boards.

And this coming from someone at a board house, whats this silly world coming to.

Just a thought is all.

What happens when you have to re-work the signal layers ?

(Not that signal layers always require re-work)
