Does anyone know the low voltage directive requirements for
fastening isolated TO-220 packaged FETs with their tabs at 240VAC
onto a heatsink that is earthed.  The FETs are IRFI830G and 
according to IR data are isolation tested to 2.5KV (60s at 60Hz).

Do I need an extra layer of insulation ie: SIL pads and nylon
washers and if so, at what clearances and voltage ratings?
