Tom,
The boards should not be a concern simply because of their age. I
have worked with boards that were not solderable after 2 months and I have
boards that were 12 years old and soldered very well. In my opinion, the
quality of the plating processes and the purity of the metals used have a
major role in a board's shelf life.
If you are still concerned about reliability, have some cross
sections done as Dave suggests. If you are dealing with a quality shop
there should not be a problem. It would be interesting to know why they
went to the trouble of doing a second reflow.

Subject: PCB board age

We stuff and solder (both wave and hand) small runs of PCBs (primarily PTH
components. Our boare board requirements include individual packaging and
boards no older than 6 months. A supplier recently shipped us boards that
were re-reflowed 9 months after their original fabrication. Is this
acceptable within A-610 for hi-rel commercial applications? Thanks.
