I've never had success in total removal of silicone oil, such that the surface
would accept adhesives or conformal coatings, etc.  The visible residues can
generally be removed with either an alkaline soap, 2-propanol or similar.  I
would suggest you contact the manufacturer's applications engineering folks so
you're sure the chemistry you try is compatible with the oil.

By the way, silicone oil isn't necessarily an electrical contaminant.
