The clean determination of good and bad is the print specification, period.
I believe what you have is referred to as a process indicator. The part isn't out of spec but looks "bad". If the process gets worse you will have a problem. The good news is you are being pro-active and should be able to adjust the process before you start building scrap.
Alternatively you could adjust the print to bring max and min closer together, but in my experience a 6 in cable shouldn't need to tight a spec. to remain ascetically pleasing.
If you cut the wires manually I would highly recommend converting to one of the automated cutter/strippers. These give great repeatability and are very cost effective with a return on investment measured in weeks if you have reasonably high volumes.
