You did not mention the size of these RC's. I assume they are large. 
You would not experience this problem on flex (too flexible to put stress on
terminations) and rigid PWBs (too rigid to flex easily). Thin PWBs need to be
handled properly to avoid excessive flexing--depending on the other
components on the PWB there could be other problems as well. Orienting the
RC's perpendicular to the long axis of the PWB may help also.
