Complaint pins has a hole (opening) in the middle on the insertion portion
of the pins so it can  compress more and cause less damage to the barrel in
the board. Non-compliant has a solid base so there is more chance the pins
will dig-in and damage the barrels. The hole size has to be more exact for
Non-compliant pins. Hope this helps
