I can think of a few methods, all of which can work.

        Place it to double stick tape on a grid with fiducials. Measure
     using a CMM or the camera on the placement machine (if possible).

   Place it to the panel on double stick tape and measure it using an optical
CMM or equivalent.

There are other methods and dedicated equipment available that also work, but
most shops have access to the above mentioned equipment.
