I have used the Elcometer 345 Digital Coating Thickness Gauge with
satisfaction. By the specification, the accuracy is * 5 % or 0,1 mil.
The gauge is to measure coatings on  thick metals, but in can be
calibrated to measure coatings on thin materials like copper foil on
PWB. Manufacturer is Elcometer Instruments Ltd in England. I believe you
will find a supplier in your country.
