Is there a clearance from global fiducials to other geometries?  I looked at
SMEMA FIDUCIAL MARK STANDARD Standard 3.1, but it doesn't say anything about
it.

It depends on how you're processing the board, and on what equipment.
Typically, the equipment vendor's will specify this.  5mm is often a typical
value.  Some equipment manufacturers offer a 3mm option if that is required.
