Hi Paul!
While I'm no fiber optic guru, I don't think there's anything like that. I
have heard of fiber optic modems that can receive signals from copper, convert
them to fiber optic signals, and then transmit in the reverse order, but I have
only heard that being used in military applications.
Why not get a regular telephone line surge protector? Here's a few links:
