The Alpha Level finish is being used in the UK and I have conducted trials from
a couple of companies on the finish. If it is processed correctly by the
supplier it is very good, there may be some issues with temporary solder mask.

The cost is another issue quoted prices are the same as tin lead or gold and
more expensive than copper OSP coatings. They are not cheaper.
